I thought these phones came unlocked??

They are being advertised on Amazon as unlocked, but apparently that is not really the case,.
I just ordered one today from Google...

I don't want to run roms, only to run backups and disable/remove unwanted bloat apps/services to keep the phone running fast
But I still have to root?
