Kindle Fire HDX 8.9 System Recovery Menu

About 3 weeks ago, my Kindle Fire HDX 8.9 powered on to the System Recovery Menu. I worked with Amazon but the system is out of warranty. I have been able to get it to boot up properly maybe 3 times since the problem started. When powered on, the system goes to the System Recovery Menu. When I try to fastboot to an image (fastboot.exe boot boot.img), I get a message indicating the following: "FAILED (remote: boot not allowed for locked hw)". How can I get this resolved? ADB and Fastboot work but I am not rooted on the system. I can't get the FIre OS to come up. Please help.
